Soil classes.

The land is classified into urban land and rustic land.

Urban land is made up of land that, being integrated into the urban network made up of a network of roads, endowments and plots of the nucleus or population settlement of which it is a part, meet any of the following conditions:

a) Having been urbanized in execution of the urban or territorial planning instruments and in accordance with their determinations, from the moment in which the urbanization works are received in accordance with this Law and its development regulations.

b) Be urbanistically transformed by having road access by urban road and network connection with the basic services of water supply, sanitation and electricity supply.

c) Be occupied by the building, at least, in two thirds of the space suitable for it, in accordance with the scope that the instrument of general urban planning establishes.

2. Also part of the urban land are the traditional rural nuclei legally settled in rural areas that serve as support for a single, identifiable and differentiated population settlement, provided they have road access and the basic infrastructures and services that are determined by regulation. .

3. For the purposes of this Law, plots of urban land equipped with the infrastructures and services determined by urban planning and, at least, the following will have the condition of plotting:

a) Access by paved urban roads, unless the planning instrument establishes otherwise.

b) Public lighting on the road facing the plot, unless they are in private spaces.

c) Urban service for the supply of drinking water, evacuation of residual waters and electrical energy with sufficient capacity for the intended use.

4. The solar condition is extinguished:

a) Due to the unexpected inadequacy of its development.

b) Due to its integration into urban transformation actions.
